什么叫领导性文件,为什么颁发领导性文件?阿·德·弗罗洛夫说:“机关(企业)的领导工作,反映在机关所颁发的命令、条例等领导性文件中。”(见“苏联机关的文书处理工作”第86页,1954年中国人民大学出版)从这句话里我们可以看出,凡是反映机关(企业)领导工作活动情况的文件,都是领导性文件。他又在阐述颁发领导性文件的目的时说:“机关(企业)颁发这些文件,是为了给隶属机关及机关各组织单位的实际工作指明方向,藉以使这种实际工作能获得一定的预期效果。”(同上,87页)这就是颁发领导性文件的目的所在。当案卷(或案卷类目)按问题分类
