权力清单和责任清单制度是本届政府的重要改革任务。目前全国权责清单制度仍在起步探索阶段,需要着重解决的主要问题是清单的标准与尺度有待相对统一、内容与比对有待继续完善、制度与运行有待统筹规范、宣传与认知有待进一步强化。深化权责清单制度推动政府治理现代化应进一步完善内容,注重清单详尽度,确保权责一致、依法行政;进一步完善制度,注重清单约束度,确保有限有为、科学行政;进一步加强宣传,注重清单普及度,力促多元治理、有效行政;进一步拓展路径,注重清单应用度,力促降低成本、高效行政。
