人类在遭受自然灾害袭击的同时,也面临着突发疫情、不明原因疾病、战争、社会动乱、工矿交通事故等灾难的影响。这些突发的公共卫生事件对人类产生了巨大的生命威胁,因此,各国政府都高度重视对突发公共卫生事件的应急处理。我们国家也要从观念、体制、政策和法制上不断完善,采取相应措施,积极关注健康与发展,进一步促进我国公共管理体制改革与制度创新。
At the same time of being attacked by natural disasters, human beings are also facing the impact of catastrophes, unidentified diseases, wars, social unrest and industrial and mining accidents. These unexpected public health incidents have posed a great threat to human life. Therefore, all governments attach great importance to the emergency response to public health emergencies. Our country should also constantly improve its concepts, systems, policies and the legal system, take corresponding measures, pay close attention to health and development, and further promote the reform of public management system and system innovation in our country.
