邮政自1490年,第一条邮路诞生起,迄今已经走过了几百年的历程。当时它只是以驿站的形式,联结马克西里米利安一世皇帝在因斯布鲁克(奥地利)的宫廷和菲利普王子在马林(比利时)的宫廷。从现代含义上来说,邮政就这样诞生了。在中国1896年3月20日,光绪皇帝正式批准开办大清邮政官局。总理衙门委任总税务司英国人赫德负责大清邮政官局事务。1897年各邮局正式对外办理业务。从诞生至今,邮政已经在人们的生活中起到了非常重要的作用。但随着技术进步和经济全球化的趋势,随着互联网的发展,人们可以通过网络方便迅速地了解世界,电子邮件的出现带来了互通信息的新方式,商业速递公司的出现,争夺物流市场,使传统的邮政手段面临巨大挑战,特别是我国的邮政业务,面临市场竞争的压力,原有的垄断地位受到了威胁。
