十四大以来,全国各大城市之间的经济合作有了新的发展.这种大城市之间的合作,是社会主义市场经济发展的必然,是新型的社会主义协作的体现.在社会主义市场经济体制下,地区之间、行业之间、企业之间的经济交流,打破了行政界限,是根据节省交易费用原则就近通过市场进行的.市场的规模和功能,决定了城市的规模和功能.城市是区域经济的中心,地区之间的经济合作,不再通过省市各级行政组织来实现,而是通过大城市之间的经济合作来进行.在我国社会主义市场经济的发展过程中,大城市之间的经济合作对于各个地区经济和整个国民经济的发展将有越来越大的意义.大城市之间的经济合作包含着丰富的内容,有生产协作、生产与流通的协作、生产与科研的协作、内贸与外贸的协作等.这种种经济合作,都是社会主义协作的形式,是社会主义互助互利关系的体现.宁波、香港、深圳都是我国沿海的大城市,这是它们的共同点.但是,这三个城市处于现代化城市的不同发展阶段上,所处的地区背景又各不相同.这就决定了这三个城市之间在功能上有很大的互补性.通过研讨,较深入地研究三者经济合作的具体途径,对于这三个城市任何一方都是很重要的.
