社会保障基金的筹集是社会保障制度得以建立并正常运行的前提和物质基础,而建立符合市场经济体制总体要求的社会保障基金筹集渠道也是我国社会保障制度改革的首要环节和核心问题。本文分析了我国养老保险基金、医疗保险基金、失业保险基金、工伤保险基金和生育保险基金的筹集制度安排现状,指出了我国社会保障基金筹集方式及来源存在的问题,并提出了相应的解决措施。
The collection of social security funds is the prerequisite and material basis for the establishment and normal operation of the social security system. Establishing a social security fund-raising channel in line with the overall requirements of a market economy system is also the primary link and core issue in the reform of China’s social security system. This paper analyzes the status quo of the arrangements for the raising of pension funds, medical insurance funds, unemployment insurance funds, industrial injury insurance funds and maternity insurance funds in our country, points out the problems existing in the ways and sources of raising social security funds in our country, and puts forward corresponding solutions .
