周政[2008]21号为促进我市重点企业和高成长性企业(以下简称重点企业)加快发展,推动全市产业结构升级和经济发展方式转变,发挥大企业、企业集团的支撑引领作用,实现由工业弱市向工业强市转变,现提出如下意见。一、总体要求和预期目标总体要求:为实现全市经济社会追赶型跨越式发展,加快由工业弱市向工业强市转变,以做强、做大、做优、做活企业为目标,着力推进结构升级、战略重组、自主创新、节能减排,加快提升企业的核心竞争力、产业支撑能力和可持续发展
