绿色水利是指在水资源开发、利用、废弃、再生全过程中保护生态环境且节水高效利用水资源的行为与文化。它是以人的活动作为水循环的终极目标,按照其特有的自然规律,与生态、环境、社会、经济相适应的一种状态。绿色水利贯穿于和谐社会的各个环节,是生态环境、经济社会持续发展的一种绿色血液。
Green water conservancy refers to the behavior and culture of conserving the ecological environment and saving water and efficiently using water resources in the whole process of water resources development, utilization, abandonment and regeneration. It regards people’s activities as the ultimate goal of the water cycle, and according to its unique natural law, is a state compatible with ecology, environment, society and economy. Green water runs through all aspects of a harmonious society and is a green blood of ecological environment and sustained economic and social development.
