财政部门作为综合经济管理部门,担负着收入分配、经济调控和财政监督的重要职责。近年来,各地都围绕构建“公共财政”目标,积极探索新形势下财政管理的新模式,全面推行部门预算、国库集中支付、政府采购、“收支两条线”等改革工作,走出了一条强化财政监管、源头治理腐败的新路子,取得了明显成效,但是也还存在许多问题亟待解决,在此试作探索。
