最近,广东结合本省实际,制定了收入分配实施意见(以下简称《意见》)。《意见》基本原则是:(1)民生为重,成果共享。加大民生投入,大力推进基本公共服务均等化;坚持“雪中送炭”理念,在覆盖全体居民基础上更加关心帮助困难群体。在经济发展中调整收入分配结构,确保底线民生应保尽保,普遍提高人民生活水平,让全体人民共享改革发展成果。(2)注重效率,维护公平。兼顾效率和公平,创造公平的竞争环境,提高全社会劳动者创造财富的积极性,维护劳动收入的主体地
Recently, Guangdong formulated the implementation opinions of income distribution (hereinafter referred to as “opinions”) in consideration of the actual conditions of the province. The basic principle of “Opinion” is: (1) Pay attention to people’s livelihood and share achievements. Increase people’s livelihood input, and vigorously promote the equalization of basic public services; adhere to the “give in to help” concept, based on coverage of all residents more concerned about helping the disadvantaged groups. Adjust the structure of income distribution in economic development so as to ensure that the livelihood of the people living on the bottom line should be preserved and the standard of living of the people generally be raised so that all the people can share the fruits of reform and development. (2) Pay attention to efficiency and maintain fairness. Both efficiency and fairness should be balanced, a fair competitive environment should be created, the enthusiasm of workers in creating wealth should be raised, and the main body of labor income should be maintained
