革命烈军工属居住农村的占百分之九十,他们的父兄儿女,有的已经投身成仁,为革命而牺牲;有的则仍继续为捍卫祖国而奋斗,一般说来,大多数家里是贫困而又缺乏劳动力,生活是很困苦的。为了要解决他们的生活困难,唯一办法就是把代耕工作做好,这是目前优属工作主要的中心环节,也是衡量优属工作好坏的主要标准,要知道今天我们能取得这样伟大的革命,胜利人民能翻身作主,是无数革命烈士与革命军人的血汗换来的,并且我们的志愿部队与朝鲜人民军正在朝鲜并肩作战,打击侵略我们的敌人,为保障国家安全与人民生命财产而斗争。因此我们必须发扬抗美援朝爱国主义的精神,与革命阶级友爱的精神,展开社会互助互爱运动,为贫困而又缺乏劳动力的烈军工厉做好代耕工作,以解决他们的生活困难
