二战后60多年来,日本的文化行政以“提升文化高度”和“扩大文化范围”为目标,坚持“不干涉内容”原则,历经文化行政空白期、中央政府文化行政起步期、地方自治体文化行政繁荣期、新的文化行政机制形成期和文化政策体系完善期的变迁。日本文化行政机制逐步向政府、民间企业、文艺团体职责共担、职能互补型转变,文化行政理念逐渐向重视文化与社会、经济、国民生活关系的综合性文化行政理念转变,文化行政的主导权逐步向地方自治体转移。
