根据毕节生态文明先行区的内涵、建设的目标和主要任务、指标体系的设计原则和指标选择要求,借鉴现有研究成果和各地实践经验,在总体结构上将毕节生态文明先行区建设指标体系分为四个层次:第一个层次为总体层,即评价对象——毕节生态文明先行区建设;第二个层次为系统层,由生态价经济、民生改善、生态环境、可持续发展、生态文化和支撑等6个系统构成;第三个层次为目标层,即子系统运行应达成的建设效果,分别为生产发展、生态富裕、生态良好、持续发展、文化繁荣、保障有力;第四个层次为指标层,根据建设目标,在每个评价子系统项下细分为若干评价要素,由人均GDP、第三产业增加值占GDP比重、高新技术产业增加增长率等28个单项指标形成了评价指标。
