正如1965年美国出版的《社会工作百科全书》所述:“社会救助是社会保险制度的补充,当个人或家庭生计断绝急需救助时,乃给予生活上的扶助,是在整个社会保障制度体系中,最富有弹性而不受拘束的一种计划”。社会救助制度在发达国家有着悠久的历史,如体现着人类的文明,社会的进步,国家的发展和先进。她为国家的政治、经济的稳定发挥着巨大的作用。发达国家的社会救助制度对我国有着很好的借鉴作用。

The social assistance system has a long history in developed countries, such as embodying human civilization, social progress, national development and advanced. She played a huge role in the country’s political and economic stability. The social assistance system in developed countries has a good reference for our country.
