2011年对美国来说,可谓是不平静的一年。国内经济社会政治都有较大幅度的波折动荡,但总体上稳定可控。在对外政策上,美国仍然积极参与全球事务,展示自己“负责任的世界领导者”的形象,不过,在手段上,美国更多的是使用软实力和巧实力。其突出变化是,加快推进全球战略调整,将战略重心转移到亚太。与这种调整相适应,美国对华政策虽然仍然保持两面性,但是消极面增大。
2011 is an unsettling year for the United States. Domestic economic, social and political have more substantial fluctuations, but overall stable and controllable. As for its foreign policy, the United States still actively participates in global affairs and shows its image as a “responsible world leader.” However, by its means, the United States uses more soft power and cleverness. The outstanding change is that we must speed up the global strategic readjustment and shift the strategic focus to the Asia-Pacific region. In keeping with this kind of adjustment, the U.S. policy toward China, though still maintaining its duality, has its negative aspects increased.
