徐圩盐场原张港工区,于1991年由省公司投资1000余万元开始改建,1993年建成,成为“分散制卤,集中结晶”模式的产盐工区并投入生产,生产总面积729.88 hm2,所辖9个生产小组15个生产单元,拥有职工108名。自投产9年来,年年完不成产盐任务,且成本居高不下,造成年年亏损,严重影响了企业的经济效益和职工收入。2000年在充分调研的基础上,组建张港海水养殖开发区,对张港工区进行产业结构调整,分期退盐转养,经省公司同意于当年组织实施,3年来在各级领导的大力关心和支持下,张港开发区退盐转养取得了明显的经济效益和社会效益。
