纪检监察部门是检察机关内部履行监督职责的重要部门,而调查监督又是纪检监察部门履行自身职责,解决检察机关队伍自身腐败问题的重要途径和手段。建立和完善一套具有检察机关内部监督特点、切实有效的规章制度和长效机制是落实执法为民要求,践行检察工作主题的客观需要。2007年初,西峡县院从创新调查监督机制入手,在调查监督的本质内涵上找准思想定位,在调查监督过程的客观存在上确立着力点,制定了《西峡县人民检察院纪检监察部门调查监督启动制度化及调查工作规范化若干规定》(以下简称《规定》),探索搭建监督者和被监督者相互作用的制约格局,以激发调查监督的活力,促进和保证调查监督机制和功能的有效实现。

At the beginning of 2007, Xixia County Court started with the mechanism of innovation investigation and supervision, identified the ideological position on the essence of investigation and supervision, established the objective point of investigation and supervision, and formulated the “Investigation and Discipline Inspection Department of Xixia County People’s Procuratorate Supervision and initiation of institutionalization and the standardization of certain provisions of the investigation work ”(hereinafter referred to as“ the provisions ”), to explore the construction of the supervisor and supervisor of the interaction of the restriction pattern in order to stimulate the vitality of investigation and supervision to promote and ensure the effectiveness of investigation and supervision mechanisms and functions achieve.
