积极财政政策迟早要淡出,但在淡出前,对政策的认识和操作也要适当调整。要充分认识积极财政政策的负面影响,不能过分乐观;要认识到政策的淡出是迟早的事情,但目前不宜淡出;要及时调整国债资金使用方向,提高资金使用效率;在扩大内需时,要注意刺激消费;实施积极财政政策,不可忽视财政风险。
Sooner or later, the proactive fiscal policy will have to be phased out. However, before the policy of fading out, the understanding and operation of the policy should be appropriately adjusted.
