党的执政能力,就是党提出和运用正确的理论、路线、方针、政策和策略,领导制定和实施宪法和法律,采取科学的领导制度和领导方式,动员和组织人民依法管理国家和社会事务、经济和文化事业,有效治党治国治军,建设社会主义现代化国家的本领。正确理解和全面把握党的执政能力的科学内涵需要深刻领会党的执政能力定义所蕴含的五个关系:一是执政能力与领导水平的关系。在我国现行的制度条件下,党的领导是执政的政治前提,执政是党的领导地位在国家政治活动中的必然体现。但是我们党在执政过程中并不是以党组织的名义号令社会成员,而是以国家和公共管理者的角色,通过制定和执行全社会的共同规则——宪法与法律,来从事管理国家和社会事务、经济
The ability of the party to govern means that the party should formulate and apply the correct theories, lines, guidelines, policies and tactics, lead the formulation and implementation of the Constitution and laws, adopt a scientific leadership system and leadership style, mobilize and organize the people in administering state and social affairs according to law, Economic and cultural undertakings, effectively governing the party and the state, building the socialist modern nation. Correctly understanding and comprehensively grasping the scientific connotation of the party’s ability to govern requires a profound understanding of the five relationships inherent in the definition of the party’s governing ability: First, the relationship between governing capability and leadership level. Under the current institutional conditions in our country, the leadership of the party is the political premise of governing. Governing is the inevitable embodiment of the party’s leading position in the political activities of the country. However, our party did not command members of the society in the name of the party organization in the process of governing.
