目前台湾社会保险制度不够健全,特别是老年社会保障采部分职业社会保险制度,从而有约400万人尚未纳入老年社会安全保障体系。因此,台湾当局试图对现行老年社会保障制度进行改革,积极推动“国民年金”制度。“国民年金”是一种社会保险制度,是以老年保障为主,兼顾身心障碍、死亡等保障在内的一种长期性社会安全保障制度。这一制度经过多年的规划与努力,台湾“经建会”已完成相关法规与制度的建制,原计划于2000年起实施。但因1999年“9·21”大地震的发生,加重了财政困难,台湾当局决定将实施时间推后。接着因岛内政坛权力结构的变化,民进党上台,原执政的国民党当局制订的“国民年金”制度与新政府上台前承诺的其他社会保险及福利措施发生冲突,“国民年金”制度的实施面临调整的命运。经过各党派激烈争论,以国民党占多数的“立法院”初步达成继续推动“国民年金”制度,原则上通过于2001年1月1日起实施。由于这一问题已变为政坛斗争的一大焦点,能否如期施行,仍存在变数。不过,尽管这一社会保险制度的具体细节可能有所调整,但基本内容与改革方向将不会有大的改变,其实施也只是时间问题。
At present, the system of social insurance in Taiwan is not sound enough. In particular, part of the social security system for the aged employs part-time social insurance system. As a result, about 4 million people have not been included in the social security system for the elderly. Therefore, the Taiwan authorities tried to reform the existing social security system for the elderly and actively promote the “national pension system.” The “national pension” is a kind of social insurance system. It is a long-term social security system that takes the elderly as the main guarantee and takes into consideration the protection of the body and mind, death and other factors. After years of planning and hard work, this system has already completed the establishment of relevant laws and regulations and systems. The original plan was to implement it in 2000. However, the “9-21” earthquake in 1999 aggravated the financial difficulties and the Taiwan authorities decided to delay implementation. Then the conflict between the “National Pension System” formulated by the former KMT authorities in power and the other government social insurance and welfare measures promised by the new government before the DPP took place, the “National Pension System” Implementation is facing the fate of adjustment. After fierce arguments among all political parties, the “Legislature” dominated by the Kuomintang reached a preliminary agreement on the continuation of the system of “national annuities.” In principle, it came into force on January 1, 2001. As this issue has become a major focus of the political struggle, whether it can be implemented on schedule or not remains variable. However, although the specific details of the social insurance system may be adjusted, the basic contents and direction of the reform will not change much. Its implementation is only a matter of time.
