镇制是指国家在乡镇地区,通过立法和行政手段建立行政区划和行政机构,进行行政管理的一种制度。中国镇制创立于何时?有人说.创立于清末;有人说创立于民国初年。依笔者拙见,中国镇制创立应是二十世纪二十年代的南京国民政府初期。在近代中国,有关城乡区划最早见于1909年1月清政府颁布的《城镇乡地方自治章程》。该章程第一章第二节第三条规定:“凡府、厅、州、县治城厢地方为城,其余市镇、村庄、屯集等各地方,人口满五万以上者为镇;人口不满五万者为乡。”章程规定,城和镇为一类。乡为一类,均在受各以该管的地方官(县州厅府)监督之下,实行“自
