20世纪60年代至今,终身教育从概念的提出到被广泛接受、推广,已成为当代国际最具影响力的教育思潮。成人教育是终身教育的主体,发展成人教育已成为终身教育实施的主要载体。在新时期,构建终身教育体系已经与成人高校的改革与发展问题密不可分。党的十七大明确提出要“建设全民学习、终身学习的学习型社会”。在这种背景下,如何从终身教育视角来认识成人教育和地区成人高校的功能作用,把学校的办学全方位地融入到终身教育体系构建和学习型社会建设之中,关系到地区成人高校的改革发展问题。
