1991年3月12日,国家建筑材料工业局和国家物价局联合发出《关于统配水泥企业水泥实行计划内外统一出厂价格的通知》,主要内容如下: (一)对统配水泥企业水泥价格并轨,实行计划内外统一出厂价格,是强化价格管理,加强宏观调控,促进生产发展,增强企业活力的一项重要措施,各有关部门和单位应积极支持配合这项改革,保证其顺利进行。 (二)统配水泥企业水泥价格并轨采取整顿和调整相结合,既保证国家利益,又照顾企业
