Multi-level, multi-faceted, all-round and operational three-dimensional supervision networks should be established to supervise the development of larger municipalities and local laws and regulations. That is, the generalization of the supervisory body; the dual-track mechanism of starting the supervisory mechanism; the detailed supervisory content; the operationalization of the supervisory procedure; the diversification of the supervisory modes; the specificization of the supervisory responsibilities; and the clarification of the relief of the legislative subjects.
