大力发展海洋经济成为新时期国家和地区经济发展战略的重要内容。目前,天津已经具备建设海洋经济强市的良好基础,但仍存在需要解决的矛盾和问题。在深入调查研究的基础上,作者从制定海洋经济发展战略、通过技术创新实现跨越发展、以优势产业带动海洋经济规模快速扩张、强化大项目带动战略的作用、调整空间布局发挥集聚效应、保护海洋资源环境、改革海洋经济管理体制以及完善相关法规政策等方面提出“把天津建设成海洋经济强市”的对策建议。
Vigorously developing marine economy has become an important part of national and regional economic development strategy in the new era. At present, Tianjin already has a good foundation for building a strong marine economy, but there are still conflicts and problems that need to be solved. On the basis of deep investigation and research, the author makes great efforts to develop the marine economy through technological innovation, leapfrog development through technological innovation, promote the rapid expansion of the marine economy by utilizing advantageous industries, strengthen the role of large projects in driving strategy, adjust the spatial distribution to exert the agglomeration effect and protect the ocean Resources and environment, the reform of marine economic management system and improve the relevant laws and regulations and other aspects of the proposed “building Tianjin into a strong marine economy,” the countermeasures and suggestions.
