海南从 1988年建省开始，率先构建“小政府，大社会”新体制，与国家机关和各兄弟省相比，海南起步较早，定位较高。新一轮全国省级党政机构改革，对海南又是一次机遇和挑战。如何深化改革，不断创新，值得我们深思：首先，要观念创新，使广大干部，尤其是领导干部树立起终极理念，积极参与和推动改革；其次是充分肯定海南 12年改革成就，正视改革中出现的新问题，为新一轮改革定准位，找准突破口；笫三，抓住重点，精兵增效，进一步完善市场监督机制，强化服务体系，向市县推广“小政府，大社会”新体制，全省整体建立“小而精、小而廉、小而强”的政府。
