自中共中央发布关于各级领导人员参加体力劳动的指示以后,省级机关的领导干部和一般干部对于参加体力劳动都已开始引起重视,并且积极付诸行动,收到了一定的效果,群众普遍反映很好。但在目前参加体力劳动的活动中,也存在着一些问题,如有的单位将大批的干部盲目集中于某一工厂或某一农业社,使群众接应不暇,以致妨碍群众的劳动,影响正常的生产秩序。为了正确贯彻执行中央的指示,使省级机关干部参加体力劳动的问题,成为一项制度固定下来,特作如下规定:
