公共组织的变迁根源在于社会经济的发展和生产方式的更替。传统的以工业革命为背景产生的“科层制”公共行政组织已不适应信息时代发展的要求,人们迫切需要建立一种与后工业社会相适应的现代公共行政组织。本文在分析传统公共组织的特点和弊端的基础上,列举了影响未来组织变化的几种因素,着重强调了信息技术对未来公共组织变化所造成的影响,并对未来公共组织的变革趋势进行了预测和展望。
The root causes of the changes of public organizations lie in the development of socio-economy and the replacement of modes of production. The traditional “bureaucracy” public administration organization, which was born on the background of industrial revolution, has not met the requirements of the development of the information age. People urgently need to establish a modern public administration organization that is suitable for the post-industrial society. Based on the analysis of the characteristics and malpractices of traditional public organizations, this paper lists several factors that affect the future organizational changes, emphasizes the impact of information technology on the future changes of public organizations, and conducts the reform trend of public organizations in the future Forecast and outlook.
