在闻名中外的永定河卢沟桥上下,最近建成了一组新的水工建筑物——永定河卢沟桥防洪枢纽。它包括两闸和大宁水库两部分。两闸,即永定河拦河闸和小清河分洪闸。两闸处在同一轴线上,以分水堤相联,全长410米,共29孔,安装12×6.5米的弧形闸门,其中左侧的永定河拦河闸18孔,控制着永定河,右侧的小清河分水闸11孔,可分洪泄入小清河。大宁水库包括主,副坝,东、西围堤,泄洪闸和库底开挖等6项工程。整个枢纽工程量计土石方1200万立方米,混凝土11万立方米。永定河洪水直接威胁首都,是全国四大重点防汛河流之一。由于官厅水库泥沙淤积,官厅水库以下的山峡历来是暴雨中心,一遇特大洪水,永定河下游宣泄不及,势需在卢沟桥附近向西岸分洪,以保北京市区安全。但多年以来,分洪措施一直未能落实。每年汛期不得不以大量人力、物力防汛抢险。
