以扬子石化-扬州化工园区的烯烃输送管道为例,分析了环境污染和安全风险因素,提出了控制废气、废水、固体废物、噪声等污染物的有效方法。工程建设参照油气管道行业的相关标准规范执行,采取提高管道设计系数、选用高质量钢管以及性能优良的防腐层等措施确保管道的本质安全;确定合理的安全间距以减少对沿线人员和设施的影响;两根管道同沟敷设时,在同一管沟内分层布置以减少对当地行政规划的影响;严格控制管道焊接、检验、清管、试压等环节的施工质量;设置RTU截断阀室以减少事故状态下的环境污染和经济损失。同时,总结了管道运营期间的安全要点,提出了防范措施。
