文章根据中央提出到2020年全面建成小康社会、确保贫困地区如期脱贫的目标精神,通过介绍伊川县农村饮水安全工程现状,借鉴“十二五”农村饮水安全工程建设管理成效与经验,分析当前伊川县农村饮水工程存生的问题,指出实施农村饮水安全巩固提升工程“十三五”规划的必要性,制定出“十三五”规划的目标与任务。
