“走”还是“不走”?这是一个话题,但显然已经不是一个问题。 中国石油需求的不断膨胀,中国石油工业的不断发展壮大,国际市场的热情召唤,使中国石油“走出海外”成为必然。 从1992年到2003年,“走出海外”战略已经走过了十年的历程。在这十年里,中国石油工业“海外军团”经历了最初的茫然失措,也感受了后来的意气风发;尝试了不为人知的艰辛,也体味到了四面八方的褒奖;遭遇了意想不到的困难,也承受了败走麦城的黯然神伤;经受了超出常人的磨难,也获得了中肯诚挚的赞扬。 中国石油人有着自己独特的优势;强大的国家实力、有力的政策协调、高索质的人力资源、先进的技术能力、艰苦创业吃苦耐劳的精神…… 中国石油人也承受着国际上巨大的压力;国与国之间的利益权衡、利益集团间的能源争夺、国际市场的风云变幻、石油公司间的激烈竞争、中国企业的“水土不服”…… 十年是一个驿站,十年是一个新的起点。 从现在开始,中国石油工业“走向海外”应该着眼于更大的突破。从方式上、思路上、领域上、市场上、政策上、规则上、经营上思考解决即将面临的问题。
