神舟飞船发射场工作任务量大、与外界接口多、任务关注度高,组织实施的难度很大,需要一套系统方法来对发射场全周期全要素组织实施进行指导。按照系统思想,分析了全周期工作的全部要素和要素间的关系,在此基础上进行了系统综合,将全周期工作分为进场启动、进场实施、测试发射和收尾四个阶段,制订了按阶段进行专题策划的专题管理模式、灵活的矩阵式+集中式管理组织模式和全周期工作流程管理三部分组成的组织实施方法。方法的有效性通过神舟飞船发射场工作中的实际应用得到了验证。
The Shenzhou spacecraft launch site has a large amount of tasks, many interfaces with the outside world, a high degree of mission focus, and great difficulty in organization and implementation. A systematic method is needed to guide the implementation of launch site full-cycle TFP. According to the system idea, the paper analyzes the relationship between all the elements of the whole cycle work and the elements. Based on this, the system synthesis is carried out. The whole cycle work is divided into four stages: entry start, approach implementation, test launch and completion. Thematic management of thematic planning stage by stage, flexible matrix + centralized management organization model and full-cycle workflow management of the implementation of the three parts of the organization. The effectiveness of the method is verified through the practical application in the work of Shenzhou spacecraft launch site.
