政府准备启动耗资人民币1.3万亿元的大规模保障房建设计划,在一年内建设1000万套保障房,未来五年将建设3600万套保障房。项目所需资金规模约等于2009年中国为应对国际金融危机而实施的经济刺激计划。保障房建设的政策目标是解决供应不足,但供应不足只是问题的一个方面。虽然官方并不认同根据全国用电量推算出可能有6450万套空置房,但没人能否认中国有大量住房可供使用。不过,这些住房被囤积在开发商和投资者手中。有廉价资金来源的开发商和投资者根本看不上出租房产那点收益。
The government is ready to start a large-scale affordable housing construction project costing 1.3 trillion yuan, build 10 million protection rooms in one year and build 36 million protection rooms in the next five years. The required funding for the project is about equal to the economic stimulus plan that China implemented in 2009 in response to the global financial crisis. The policy goal of social housing construction is to solve the problem of insufficient supply, but the problem of insufficient supply is only one aspect of the problem. Although officials do not agree with the assumption that there may be 64.5 million vacant houses based on the national electricity consumption, no one can deny that there is a large number of houses available for use in China. However, these homes are stockpiled by developers and investors. Developers and investors who have cheap sources of funding do not really value the benefits of rented homes.
