在经济新常态背景下,利用市场与行政手段开展水流产权交易是提高水资源利用效率、缓解水资源危机的重要手段。针对准市场条件下的水流产权定价问题,基于微分博弈方法构建了水流产权交易微分博弈模型,运用Hamilton-Jacobi-Bell-man方法求解得出水流产权均衡价格,并定量分析了影响水流产权价格的关键因素和水资源价值函数。结果表明,上级政府影响因子和需求系数与水流产权价格正相关;需要适度发挥政府对水流产权价格的调节作用;各地区应合理测算水资源价值,提升地区节水能力并不断调整水流产权定价策略。
Under the new economic normal background, the use of market and administrative means to carry out the transaction of water property rights is an important means to improve water resource utilization efficiency and ease the crisis of water resources. In order to solve the pricing problem of water property right under quasi-market conditions, a differential game model of water property rights transaction is constructed based on the differential game method. The equilibrium price of water property rights is obtained by Hamilton-Jacobi-Bell-man method and the price of property rights Key Factors and Water Value Function. The results show that the influence factors and demand coefficient of the higher level government are positively correlated with the price of the water property right; the government needs to exert the moderating effect of the price of the water property right appropriately; all regions should reasonably measure the water resource value, enhance the regional water saving capacity and constantly adjust the pricing tactics .
