湖南省委提出的坚持“三不吃亏”的用人导向,是科学发展观在湖南的认识与实践的重要内容之一,是推进干部人事制度改革的重要举措。坚持“三个不吃亏”用人理念,就应坚持“重德行、重才能”的导向,准确把握选人用人的标准;坚持“重实绩、重经历”的导向,切实把好选人用人的评价原则;坚持“重基层、重一线”的导向,努力构建来自基层的干部选拔培养链;坚持“重公认、重民意”的导向,着力提高选人用人的公信度;坚持“重竞争、重规范”的导向,不断完善选人用人的机制。
