三、服务事务管理与基金业务管理 由于业务性质存在的区别,社会保障的经办还可以进一步分为服务事务管理和基金业务管理。前者直接面对受益人,包括登记、资格审定、档案管理、信息处理、待遇支付、咨询服务等业务。失业项目还包括促进再就业等一系列服务。社会保障管理的各项职能中,服务事务管理是业务量最大的工作,耗费的人力物力最多,其实质是为参保者提供一种社会服务。这种社会服务更多的是由贴近参保者的基层管理机构来提供。
