当前我国的城镇住房供求状况极其不正常.一方面,商品房供应大量过剩,长期处于滞销状态.另一方一面,从国际范围看我国各主要城市仍处于住房短缺阶段,仍处于低水平,部分城市的人均居住面积还不足7平方米,成套率不到40%.全国人均4平方米以下的居住困难户325万户,危房3340万平方米.从总量上看,居民对住宅的长期需求是非常旺盛的.如何解决这种住房供给过剩与需求旺盛并存的矛盾,是关系到我国住宅建设能否成为国民经济新的经济增长点的关键.
