代表法修正案草案进一步强化了对人大代表的监督,增加了对人大代表职业道德建设的约束性条款,明确规定代表应严格区分从事个人职业活动与执行代表职务,不得利用执行代表职务干涉具体司法案件或招投标等经济活动,不得利用执行代表职务牟取个人利益。这些新的约束性条款,有利于提高人大代表的整体素质,有助于防止个别代表的不正当行为。目前我国县、乡两级有260多万名人
The draft amendment to the representative law further strengthens the supervision over NPC deputies and increases the binding clauses on the construction of deputies’ professional ethics. It clearly stipulates that deputies should strictly distinguish between engaging in personal professional activities and performing duties on behalf of the deputies, and may not use executive representative positions to interfere with specific judicial Cases or bidding and other economic activities, shall not use the executive representative positions for personal gain.
