一、前言 现代作战舰艇是由数十甚至上百个分系统组成的。这些分系统分属于物理、力学、化学、电子、材料及工程技术等多种专业。它构成一个专业交叉、技术高度复杂的大型工程系统。这样一个大系统的研制、设计及建造牵涉到成千上万工程技术及组织管理人员的劳动。因此舰艇性能是否优良,质量是否可靠,除有赖于技术本身的先进性外,还与这支大军的组织管理是否合理有密切关系。国外有这样的提法:“有什么样的舰艇设计机构,就有什么样的舰艇性能”。甚至说:“舰艇性能的先进程度是舰艇设计组织合理程度的反映”。这的确不失为
