老干部群体的住房保障,是一个意义重大而又敏感的问题。通过对桂林市老干部住房调研发现,存在住房质量较差、住房相对水平下降、住宅格局及居住环境不能满足老干部居家养老需求等问题,仍有27.2%的老干部收入处于中等偏下和低收入水平,有65.9%的老干部对住房现状不满意。通过老干部住房需求的调研分析,提出解决其住房的补贴资金购房、提供公共住宅策略、房屋置换策略、关联购房策略,及相应政策扶持和住房保障层面的建议。
Housing security for veteran cadres is a significant and sensitive issue. Through the investigation on the housing of veteran cadres in Guilin, there are still some problems such as the poor quality of housing, the relative decline of housing, the residential pattern and living environment can not meet the needs of old-age cadres living in the home. There are still 27.2% of the cadres whose income is in the lower middle and lower incomes, 65.9% of veteran cadres are dissatisfied with the status quo of housing. Based on the investigation and analysis of housing needs of veteran cadres, the paper proposes to solve the problems of housing purchase subsidy funds, provide public housing strategy, housing replacement strategy, related home purchase strategy, and corresponding policy support and housing security.
