In order to standardize the project financing activities, strengthen the management of China’s foreign debts and make effective use of foreign funds, the State Development Planning Commission and the SAFE recently formulated the Interim Measures for Project Financing Administration Overseas. The circular pointed out that project financing in our country is mainly applicable to large-scale investment, loan repayment ability, long-term stable expected income of some infrastructure and a few basic industries construction projects, especially in these sectors of foreign investment projects. The total investment of the project should generally be more than 30 million U.S. dollars and the project financing should be at least 150 million U.S. dollars or more. In the project financing, construction, operation, maintenance and other processes, items
