长期以来,落后的农村电网严重制约了农村经济的进一步发展,农电管理上责权不明、责任不清,农村电力市场混乱;农电职工队伍庞大;农村电价奇高,农民用不起电。为此,国务院提出进行“两改一同价”,即农村电力体制改革、城乡电网改造、城乡同网同价的农村电力改革,并规定在3年内完成。现将国务院批转的《国家经贸委关于加快农村电力体制改革加强农村电力管理意见的通知》(国发[1999]2号文件)的主要内容编发如下:
For a long time, the backward rural power grid has seriously restricted the further development of the rural economy. The rural power management is not clear on the power and responsibility, and the rural power market is turmoil. The farm electricity workforce is huge; rural electricity prices are extremely high and farmers cannot afford electricity. To this end, the State Council proposes to carry out “two reforms and one price”, namely rural power system reform, urban and rural power grid reform, rural power reform with the same price in urban and rural areas, and stipulates that it will be completed in three years. The main contents of the Notice of the State Economic and Trade Commission on Accelerating the Rural Power System Reform and Strengthening the Rural Power Management Review (Gufa [1999] Document No. 2), which are currently approved by the State Council, are compiled as follows:
