海绵城市建设将是中国未来新型城镇化的必然要求,也是城市建设的过程中,中国需要加强和逐步落实的一项重要任务。作为中间环节的实现一般的规则和条例的指导,很少反映海绵城市新思想、新要求的监管控制,雨水径流控制率和工程建设规划许可的具体条件,缺乏凝聚力,可操作性不强,城市建设标准海绵的具体目标是很难的控制。因此,在原有的控制规则的基础上,深化和建设海绵城市的控制指标,使海绵城市的建设理念得以在城市发展和建设过程中得以实施。
