上海市于2012年7月1日正式实施居民阶梯电价,对阶梯电价政策的施行效果和合理性进行评估很有必要。通过建立用电量分位数模型、气温面板数据模型、用电量面板数据模型,根据权威部门发布的数据和问卷调研结果,以年度指导基数为主,对上海阶梯电价政策实施情况进行评估,不仅具有理论意义,同时也具有较重要的实践意义。
