股灾后,政府采取了一系列救市措施,股市暂时企稳,但还不能说取得完全成功,灾后重建依然有很多事要做。一是要尽快去杠杆,规范杠杆融资发展。只有把杠杆有效规范和化解,才能认为市场真正站稳,市场恢复自身的运行规律,才有望解除行政管制,推动后续改革。二是要适时解除行政管制手段,让市场重新正常运行,如重启IPO,取消对正常套保和减持的限制等。
