中国共产党中央委员会3月7日批发了中共天津地委第一书记赵克同志关于天津专区改造洼地和治涝经验的报告,在批语中指出,赵克同志的报告是一篇又红又专的马克思主义报告,天津改造洼地是一项农业耕作制度的巨大改革,要求各地学习天津专区改洼治涝的经验。赵克同志的报告,全文已在3月8日人民日报登载,我们这里刊登的是天津洼改中的部分生产经验和技术上的创造发明(天津地委洼改办公室供稿),以供准备进行洼改的地区参考。
On March 7, the Central Committee of the Communist Party of China approved the report of Comrade Zhao Ke, the first secretary of the CPC Tianjin Committee, on the experience of transforming the depressions and waterlogging control in the Tianjin area.
