我国财政政策正处于关键的转型时期,重新定位财政政策走向和支持重点关系到我国经济社会的和谐发展。在实施稳健的财政政策框架下,我国财政政策重点支持领域将向民生问题、“三农”问题、刺激消费、经济增长方式转变等方面倾斜。我国未来稳建的财政政策包括财政调控目标方向、手段组织、方式方法转变在内的重大政策转型。财政政策的转型将对我国经济社会的发展产生深刻地影响,有利于和谐社会的构建。
China’s fiscal policy is in a critical period of transition, and the reorientation of the fiscal policy and its support for the key concerns the harmonious development of China’s economy and society. Under the framework of a sound fiscal policy, China’s key areas of fiscal policy support will tilt to people’s livelihood issues, issues concerning agriculture, farmer and rural areas, stimulating consumption, and transforming the mode of economic growth. The fiscal policy of our country to stabilize in the future includes major policy transformations, such as the direction of financial regulation and control, the organization of measures and the transformation of ways and means. The transformation of fiscal policy will have a profound impact on the economic and social development in our country and is conducive to the construction of a harmonious society.
