第一章总则第一条为提高饲料质量安全卫生水平,规范饲料产品认证工作,促进饲料工业和养殖业的发展,维护人体健康,保护动物生命安全,根据《中华人民共和国认证认可条例》、《饲料和饲料添加剂管理条例》,制定本办法。第二条本办法所称的饲料产品认证,是指企业自愿申请,认证机构对饲料和饲料添加剂产品及其生产过程按照有关标准或者技术规范要求进行合格评定的活动。饲料产品认证的对象,包括单一饲料、添加剂预混合饲料、浓缩饲料、配合饲料、精料补充料等饲料产品及营养性饲料添加剂和一般饲料添加剂等饲料添加剂产品(以下简称饲料产品)。第三条在中华人民共和国境内从事饲料产品认证及其监督管理适用本办法。第四条全国饲料产品认证管理及质量监督工作,由国家认证认可监督管理委员会、农业部按照国务院“三定”方案赋予的职责和有关规定,分工协作,共同实施。第五条凡经国家认证认可监督管理委员会批准依
