前不久,笔者参加了由青龙满族自治县人大常委会和政协共同组织的全县安全生产调研活动,发现基层安全生产工作依然存在很多问题,主要是:基层安全生产基础工作薄弱,缺少安全监管专业人员,装备落后,应急救援机制缺乏;安全生产主体责任意识淡薄,从业人员普遍缺乏安全教育和技能培训;安全生产监管部门缺乏配合,存在界限不明、职能交叉或监管缺位问题;重点行业领域安全隐患较重。
